Professional Summary
A Nigerian physician–diplomat, former cabinet minister, and social entrepreneur with 20+ years at the nexus of government leadership, electoral politics, international development & diplomacy, global health and grassroots development. Early Life, Education & Medical Career
Born on 20 August 1976 in Hadejia, Jigawa State, Nigeria, Dr. Muhammad’s early experiences with malaria inspired his pursuit of medicine. He obtained his MBBS from Bayero University Kano (2003), where again, his interest in the wider social and political determinants of health began. He completed his internship at Aminu Kano Teaching Hospital and fulfilled his National Youth Service Corps (NYSC) at the Osun State Government House Clinic (2004–2005).
He practiced as a Medical Officer at a rural hospital in his native Jigawa and later in pediatrics at the Federal Medical Center, Birnin Kudu. It was there that his conviction to participate in improving the health of his people beyond the confines of the clinical settings grew. In 2006, he began postgraduate training in psychiatry at Aminu Kano Teaching Hospital, earning the Membership of the West African College of Physicians (MWACP, 2009) and the Fellowship of the Nigerian National Postgraduate Medical College (FMCPsych) with a dissertation on depression among HIV/AIDS patients.
The COVID-19 pandemic focused his attention further on global health inequalities, which he bemoaned in an Op-ed in 2020 “The Rich Also Cry,” emphasizing Nigeria’s as well as the global south’s acute challenges and vulnerabilities to the viral disease. He accordingly earned an MSc in Global Health and Development from University College London (UCL) in 2025, with interest in health inequalities, vaccination programs, and health system strengthening. His clinical career also included service with Médecins Sans Frontières (2009–2011), where he was part of a team that provided comprehensive treatment for Vesico-Vaginal fistula (VVF) patients.
Transition to Politics & Public Service
Caught between the goals of social and professional evolution, Dr. Muhammad founded the Jigawa Development Network (JIDEN) in 2007 as a civil society platform to mobilize youth for statewide development. His political breakthrough came in 2011, when at the age of 34, President Goodluck Jonathan appointed him Minister of State for Foreign Affairs, making him the youngest federal cabinet member since Nigeria’s return to democracy in 1999.
In this role, he provided executive leadership in foreign policy, conflict resolution, and international cooperation. In 2014, following a cabinet reshuffle, he was appointed Minister of Information, where he supervised national media agencies, expanded digital broadcasting reforms, and licensed over 100 private media outlets, advancing transparency and inclusion.
He resigned in 2015 to run for elective office in Jigawa State and has since remained engaged in grassroots politics, contesting the Jigawa Northeast Senatorial seat in 2023. His political ideas have consistently focused on local issues such as poverty, illiteracy, disease, and empowerment, challenges he had encountered throughout his medical career. This blended career and resolve have over the years proven his calling to unforeseen platforms on high-level politics.
International Development, Security & Conflict Mediation, Multilateral Diplomacy, and Regional Leadership
As Minister of State for Foreign Affairs, Dr. Muhammad oversaw all African matters, including oversight in all regional and continental organizations, development cooperation, collective defense and security matters, bilateral relations, peace, mediation and conflict resolutions, Technical Aid Corp (TAC), and the Directorate of Technical Cooperation in Africa (DTCA). In this capacity, has represented Nigeria at the United Nations (UN), African Union (AU), the ECOWAS, and beyond, leading landmark peace negotiations, key international development funding, sustainable south-south partnerships, and strategic security and humanitarian interventions. Notable achievements include:
- International Development Cooperation and Funding:
– Supervised the strategic allocation and disbursement of approximately $250M in international development and cooperation funding, facilitating impactful initiatives across Africa through his leadership of the Nigeria’s ECOWAS National Unit
– Renegotiated Nigeria’s $10M Technical Cooperation Fund with the African Development Bank enhancing various partnerships across Africa
Mediation: Chief ECOWAS Mediator in Mali and Guinea-Bissau, facilitating return to constitutional order and deployment of African and ECOWAS military missions.
- UN Engagement: These milestones facilitated Nigeria’s re-election to the UN Security Council almost back-to-back in (2014–2015).
Cross-border Security Cooperation:
- Secured funding and monitored the implementation of the Nigeria-Niger Joint Border Patrol
- Secured funding for the operationalization of the Lake Chad Basin Commission’s Multinational Joint Task Force (MNJTF) involved in joint operations against Boko Haram in the Basin area
- Global Health Leadership:
- Mobilized and disbursed $4.5M as Nigeria’s Ebola response package across Guinea, Liberia, and Sierra Leone, including direct support to the West African Health Organization (WAHO).
- Co-hosting the 2013 AU Summit on HIV/AIDS, Malaria, and Tuberculosis in Abuja, where African leaders pledged 15% national health funding commitments
- South- South Cooperation: Expanded the Technical Aid Corps to more African, Caribbean, and Pacific nations.
- Maritime Security:
- Facilitated the 2013 Yaoundé Summit on piracy, strengthening Gulf of Guinea security.
- Led Nigeria and the Republic of Sao Tome and Principe to sign bilateral agreement for improved security in the Joint Development Zone (JDZ)
- Environmental Diplomacy: Oversaw Nigeria’s participation in the wider Lake Chad Basin Commission initiative to recharge Lake Chad, tackle desertification, address drought, and reduce transnational criminal activities in the Basin.
- Bilateral Diplomacy: Facilitated and signed bilateral agreements with about 20 African countries in areas of trade, economic, defense, airspace, consular, and cultural, educational and scientific cooperations.
Dr. Muhammad’s diplomatic footprint is vast, marked by extensive international travel to over 100 high-level conferences, including summits, UNGA and United Nations Security Council (UNSC) sessions, AU-ECOWAS meetings, special assignments, and as a special envoy to various African leaders.
Minister of Information, Government Spokesperson, Strategic Communications & Governance
Brought diplomatic and communication skills to bear at interface between Federal Ministry of Information and citizenry during tensed 2015 election period, helping deescalate tension in build-up to general elections. Also organized and chaired the 2015 National Council on Information with theme ‘Information Management During Electioneering Campaign’; which brought together information managers and stakeholders from across country, contributing to a peaceful and compliant posture throughout elections and transition.
He addressed a successful World Press conference in December 2014 to put outgoing year into perspective and lay plans for election year amidst heightened local and international concerns about the Boko Haram insurgency and a charged transition period. He re-echoed President Goodluck Jonathan’s commitment to conduct free, fair, and credible election even if it would cost him the election. He supervised the regulatory works by National Broadcasting Commission (NBC) enabling President to approve over 100 private radio and television licenses after years of moratorium, opening communication space and deepening transparency, citizen participation, and accessibility to information across the country during a crucial campaign period.
Grassroots Development, Social Entrepreneurship & Humanitarian Work
After his government service, Dr. Muhammad founded the Unik Impact Foundation www.unikimpact.foundation – (2015–present) and Sawaba FM Radio www.sawabafm.com – (2017–present), both based in Hadejia, Jigawa State. These grassroots initiatives focus on transformative opportunities in health, development, and political and social changes – opportunities he believes shapes his own path – in the underserved communities of one of the world’s poorest regions threatened by widespread conflicts.
The foundation has:
- Conducted medical outreaches in various communities to improve access to health in various underserved communities
- Constructed a 50-bed child nutrition and immunization ward at Hadejia General Hospital.
- Donated dialysis equipment to hospitals in Jigawa and Kano.
- Provided humanitarian assistance during floods disasters
- Built a community school in Hadejia Jigawa State.
- Sponsored 50+ orphans in school, with a focus on girls and other vulnerable children.
- Lead environmental sustainability campaigns through tree planting campaigns in various parts of Jigawa State.
- Champions radio advocacy campaigns involving climate issues, health education, and gender empowerment.
- Conducts population-based research to generate evidence at community level.
- Ongoing project: Enhancing Collective Efficacy for Social Control, Safety, Health &Development in the Hausa Communities of Northern Nigeria (TILAS). A community led initiative focusing on collaborative governance and community resilience to reduce inequalities and promote sustainable development and peace in Northwestern Nigeria.
Meanwhile Sawaba FM Sawaba Radio has evolved into a frontline civic and social development platform in Jigawa, where up to 7 million listeners and voices from across the state and beyond connect to educate, inform, and entertain.
Its dedicated programs – transmitted mostly in the dominant Hausa language in the region – on women empowerment and gender issues, religion and social development, countering violent extremism, societal reorientation, health promotion and disease prevention, environmental protection, youth development, economic empowerment and self-reliance, education, and civic awareness through partnerships with leading international radio stations like the Voice of America (VOA) and Radio France International (RFI) are designed to reconfigure challenging mindsets that affect development.
Social/Political Activism & Electoral Politics
Dr Muhammad contested as the running mate to the Jigawa State Peoples Democratic Party (PDP) gubernatorial candidate in the 2015 general elections. He also became a very frequent name in many analyses and permutations as the PDP gubernatorial seat in Jigawa, most specifically in the run up to the 2023 general elections. He eventually contested for the Jigawa Northeast Senatorial seat under the banner of the party in 2023 and finished second with about 44% of the total votes casted according to the Independent National Electoral Commission (INEC).
Muhammad is a public speaker who has engaged with communities and youths in university campuses and beyond, including writing op-eds and opinion articles. Most of his speeches and writings advocate for social changes like access to education for all, health system strengthening and improved coverage, and youth empowerment. He also advocates for good governance, climate and conflict, and regional security. Dr. Muhammad’s trajectory—from a provincial boy with bad malaria to a rural clinician, national minister, foundation leader, and global health advocate, including an academic study in Global Health and Development—reflects a career interest and devotion to addressing systemic health and development inequities at both local and global levels. His 2020 op-ed, “The Rich Also Cry,” which highlighted the vulnerabilities of low-income nations during the COVID-19 pandemic underscored his advocacy for global health equity.

Dr. Muhammad is married to Mrs. Zulaihatu Rufai Muhammad with five children. He enjoys fitness, reading, and family life.
